Hawaii Department of Transportation DBE Availability and Disparity Study

Keen Independent is conducting the Hawaii Department of Transportation (HDOT) DBE Availability and Disparity Study. This study examines HDOT’s contracting and subcontracting policies, procedures and practices relative to the solicitation of, and participation by DBEs in USDOT funded contracts. David Keen and Annette Humm Keen, Keen Independent Principals, are leading this assignment. They are joined by Spire Hawaii, Pauline Worsham Marketing, Donald Enterprises, Abaci Research & Consulting,
Holland & Knight LLP and Customer Research International.

HDOT initiated the DBE Availability and Disparity Study in March 2018. Keen Independent will complete a draft report by summer of 2019.
