Keen Independent is working with the Transportation Research Board, Federal Highway Administration and state departments of transportation to learn more about the most successful and competitive Disadvantaged Business Enterprises (DBEs) and what state DOTs have done to help them. The results of this research may be published and made available to USDOT, state DOTs and others to reinforce and expand programs to help DBEs.
Keen Independent is reaching out to all state DOTs and to individual DBEs to get their opinions of what works and what can be improved.
Our first step is to identify successful DBEs in each state and compile information on the programs that might have helped them be successful. For example, we are asking DBEs:
- What type of work do they perform and how long have they been in business?
- Did any state DOT or other assistance programs contribute to their success?
- If they could improve their state DOT’s operation of the Federal DBE Program to help more DBEs be more successful, what would it be?
All responses will be reported in aggregate.
