Alexandria LA Disparity Study
The City of Alexandria engaged Keen Independent Research to analyze whether there is a level playing field for minority- and women-owned firms and other small businesses in the local marketplace. The study team will examine conditions in the construction, professional services, goods and other services industries, with a focus on City procurement.
The disparity study will provide data about marketplace conditions and any disparities in City contracting, as well as insights from interviews, focus groups, surveys and town halls with business owners and the public. Based on these results, the study team may suggest new targeted business programs for the City.
The Alexandria Disparity Study Team
Keen Independent Research is a national economic consulting firm. Annette Humm Keen and David Keen, firm Principals, are leading this assignment. They recently completed disparity studies for Baton Rouge and New Orleans and are currently working with Atlanta and the State of Colorado. Mr. Keen has served as an expert witness successfully defending targeted business programs.
The study team includes Louisiana-based Charbonnet & Associates Planners and Consultants and Spears Group; Customer Research International in Texas; and Holland & Knight in Georgia.
The study began in February 2020. The draft report will be distributed for public review and comment in early 2021 prior to study completion in March 2021.
