Ms. Lisa Melchior joined Keen Independent as a Consultant after extensive experience working in government with previous service to the Legislature of the Virgin Islands and the Government of the Virgin Islands. She has been involved in leadership, management and executive level administration for many years. Ms. Melchior brings practical expertise in transportation, operations management and public policy research.
Ms. Melchior is assisting Keen Independent on the disparity study for the City of Alexandria, Louisiana and a similar study for the Transportation Research Board and the National Academy of Sciences.
As part of previous positions, Ms. Melchior performed operations management, operations analysis and budget analysis for several governmental agencies including the Virgin Islands Housing Authority, Virgin Islands Transit (VITRAN), the Virgin Islands Department of Public Works and the Massachusetts Bay Transportation Authority.
Ms. Melchior was the General Manager and Assistant Commissioner, respectively, for VITRAN and the Virgin Islands Department of Public Works. She held the positions of Chief of Staff serving two Senators in the Virgin Islands. She also worked as a Researcher/Legislative Analyst for a third Senator’s office conducting fiscal and statistical analyses, document research and Senator policy briefings.
Ms. Melchior earned her Master of Environmental Law and Policy, with emphasis in Energy Law from Vermont Law School as well as a Bachelor of Arts in Economics from Boston University.
