Ms. Penn has extensive experience in contract compliance, research, financial and internal auditing, regulatory implementation, program oversight and monitoring. Before joining Keen Independent, Ms. Penn served as Contract Compliance Manager/EEO Officer at the Arizona Department of Transportation (ADOT). Her responsibilities included providing guidance on interpretation and implementation of the Federal Highway Administration (FHWA) and Federal-Aid Highway Program (FHAP) for contract administration and management of the sub-recipients’ (local public agencies) compliance with the qualification-based selection of the Brooks Act. Additionally, she performed data collection and analysis for construction workforce using Census data and employment analysis (Civilian Labor Force) to ensure the contractors’ employment practices adherence to contracts and regulatory requirements.
After leading comprehensive research of state DOTs and utilizing FHWA’s Tips on Evaluating a Commercially Useful Function and OIG’s “Red Flag” for DBE Fraud Indicators, Ms. Penn developed ADOT’s Professional Services Commercially Useful Function Procedures and Checklist. Ms. Penn conducted commercially useful function (CUF) reviews on professional services contracts for Arizona’s largest P3 Project initiative.
Ms. Penn is a native Tagalog speaker and is conducting and analyzing preferred-language interviews as part of Keen Independent’s Dichotomy Study for the City of San José, California. She has a Bachelor of Science in Accounting from the University of San Jose Recoletos. She is also a certified compliance administrator.
