The Rhode Island Department of Transportation (RIDOT) engaged Keen Independent Research to conduct a comprehensive evaluation study that provides information to develop a Disadvantaged Business Enterprise Supportive Services (DBE/SS) Program. The DBE/SS program would contribute to the growth and eventual self-sufficiency of DBEs by aiding in the acquisition of skills and resources so firms can participate in federally assisted contracts without the aid of the DBE Program.
The study team will interview businesses and trade associations about conditions in the marketplace and conduct Business Advisory Group (BAG) discussions with members of the local business community. Over the next months, the study team will also conduct an online survey of current and previous DBEs in Rhode Island.

The evaluation study will be completed in summer 2024.
