Project Background

The Town of Parker engaged Keen Independent to create a Cultural Strategic Plan to guide the Town in supporting arts and culture for the 10-year period ranging from 2026 to 2036.

To complete the Cultural Strategic Plan, Keen Independent conducted:

• In-person and virtual public engagement;
• Mapping and inventory of existing arts and cultural amenities;
• Assessment of the community’s arts and culture needs;
• Consideration of Parker as a cultural destination;
• Benchmarking of communities with similar arts and culture infrastructure; and
• Analysis of Town planning efforts to align arts and culture initiatives.

Keen Independent is a national research firm with expertise in arts and culture, equity and economics. Alex Keen, Keen Independent Principal, led the study.

Schedule

The study launched in October 2024 and was completed in December 2025. Parker’s Town Council voted unanimously to approve the resulting Cultural Strategic Plan on February 2, 2026.
