The Port of Portland (Port) engaged Keen Independent Research LLC to analyze whether there is a level playing field for small and minority- and woman-owned firms in the local marketplace. The study examines Port contracts for construction, professional services, goods and services, and airport concessions. The Port will use this information to update its overall goals for disadvantaged business enterprise (DBE) participation in its federally funded contracts. The study will also help the Port update its goals for airport concessions under the Federal ACDBE Program.
The disparity study will provide data about marketplace conditions and any disparities in Port contracts. Study team member Customer Research International (CRI) will survey firms in the region to identify companies available for contracts with the Port.
The study team will also interview businesses and trade associations about conditions in the marketplace.
An external stakeholder group will provide input throughout the study.

Keen Independent Research is a national economic consulting firm specializing in disparity studies and other equity research for state and local governments. Principals David Keen and Annette Humm Keen are leading this assignment.
The study team includes local subconsultant Donaldson Consulting LLC as well as the telephone survey research firm Customer Research International and the national law firm Holland & Knight.

The disparity study will be completed in 2025.
