Virtual Community Focus Groups

These 45-minute focus groups will focus on community organizations from across Council Districts. There will be six meetings focused on specific council districts and two that are open to all who were unable to attend the previous sessions, as listed below:

  • November 7, 2025 at 11:30am: Council Districts 3, 6, 7
  • November 10, 2025 at 11am: Council Districts 4, 8 and 9
  • November 13, 2025 at 11:30am: Council Districts 1, 2 and 5
  • November 20, 2025 at 4pm: Council Districts 4, 8 and 9
  • December4, 2025at 3:30pm: Council Districts 3, 6 and 7
  • December 18, 2025 at 4pm: Council Districts 1, 2 and 5
  • January 21, 2026 11:30am: All Council Districts
  • February 11, 2026 at 4pm: All Council Districts

In-Person Town Hall Meetings

These 90-minute meetings will be open to the public and will feature a semi-structured format where participants can come in and provide feedback at their leisure throughout the meeting duration. There will be one meeting per council district, as listed below:

Project Summary

In January 2025, the City of San Diego Parks and Recreation Department (Department) engaged Keen Independent Research to assess how well its programs, services and facilities are meeting the needs of the diverse communities it serves in response to the Performance Audit of Equity in Recreational Programs that was released in November 2021. The study team will conduct market analyses and community engagement that meets people where they are, including outreach to historically under-resourced communities in San Diego.

Keen Independent will gather public input from:

  • Parks and recreation users and potential users;
  • Community-based organizations;
  • Department staff; and
  • Others interested in participating.

Throughout this study, Keen Independent will provide multiple opportunities for public input.

Schedule

The Department needs assessment will be completed by spring of 2026.

Study Team

Keen Independent, Phoenix-based market research and consulting firm is leading this study.  Keen Independent has performed similar work for Santa Clara County Parks and Recreation, Dane County Parks and Zoo, City of Corona, Salt Lake City, City and County of Denver and other public entities nationwide.  Alex Keen, Keen Independent Managing Principal, and Annette Humm Keen, Advising Principal, are directing this assignment. Dr. Nicole Yates, Senior Consultant, is serving as the day-to-day contact for the study.

Local firm SVPR Communications will assist Keen Independent on this assignment.
