The City of Sioux Falls engaged Keen Independent to create a comprehensive Arts and Cultural Plan. This 10-year plan will guide the City in strengthening arts and culture, ensuring equitable access and enhancing quality of life for all residents.

The goals of the study were to:

• Assess the current arts and cultural landscape, including existing organizations, facilities and programs;
• Engage residents, artists, cultural groups and leaders to identify priorities, challenges and opportunities for strengthening arts and culture in Sioux Falls;
• Develop a unifying vision and measurable strategic goals for the next decade;
• Recommend policies, programs and investments to strengthen Sioux Falls’ cultural ecosystem; and
• Provide an implementation framework with clear actions, timelines and potential funding sources.

Keen Independent is a national research firm with expertise in arts and culture, equity and economics. Alex Keen, Keen Independent Managing Principal, lead the study.

The study launched in September 2025 and was completed in May 2026.

Public feedback informed this project throughout its duration and included interviews and focus groups, a public meeting and a virtual workshop survey.
