The City of Sioux Falls has engaged Keen Independent to create a comprehensive Arts and Cultural Plan. This 10-year plan will guide the City in strengthening arts and culture, ensuring equitable access and enhancing quality of life for all residents.

The goals of the study are to:

  • Assess the current arts and cultural landscape, including existing organizations, facilities and programs;
  • Engage residents, artists, cultural groups and leaders to identify priorities, challenges and opportunities for strengthening arts and culture in Sioux Falls;
  • Develop a unifying vision and measurable strategic goals for the next decade;
  • Recommend policies, programs and investments to strengthen Sioux Falls’ cultural ecosystem; and
  • Provide an implementation framework with clear actions, timelines and potential funding sources.

Study team

Keen Independent is a national research firm with expertise in arts and culture, equity and economics. Alex Keen, Keen Independent Managing Principal, is leading the study.

Schedule

The study launched in September 2025 and will be completed in May 2026.

How to Get Involved

Public feedback will inform this project throughout its duration and will include interviews and focus groups, a public meeting and a virtual workshop, or survey.

The City of Sioux Falls invites you to a community input session for the new Arts and Cultural Plan on Tuesday, October 14, 2025, at 6:00 p.m. at the Orpheum Theater. Residents will have the chance to share their ideas, take part in interactive activities and learn more about the planning process. The session will feature refreshments and family-friendly activities to ensure all community members feel welcome.
