VIA engaged Keen Independent Research to help prepare a three-year DBE goal for the participation of disadvantaged business enterprises (DBEs) in its contracts funded by the Federal Transit Administration. Setting overall DBE goals is a requirement of receiving FTA funds.

The study team contacted businesses by phone to collect information about their availability for different types, locations and sizes of VIA and local agency projects.

Keen Independent Research is a national economic consulting firm. David Keen and Dr. Joseph Broad are leading this assignment. David Keen has performed about 200 availability and disparity studies. David Keen and Dr. Broad both performed leading roles in the 2023 VIA Disparity Study.
