2021 WMATA Disparity Study

The Washington Metropolitan Area Transit Authority (WMATA) Disparity Study

WMATA seeks to level the playing field for minority- and women-owned businesses competing for its contracts. In January 2021, WMATA engaged
Keen Independent Research to analyze whether there are disparities in the utilization of diverse firms in its contracts and in the local marketplace.

The disparity study will evaluate the effectiveness of WMATA’s Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) programs in removing barriers for the participation of minority- and women-owned firms in its contracts and to ensure nondiscrimination in the award and administration of federally assisted contracts.

Keen Independent will examine WMATA’s federally and non-federally funded contracts.

Customer Research International (CRI) will be conducting a large survey of Washington area firms to identify companies available for WMATA contracts and subcontracts. The Keen Independent study team will also be conducting in-depth interviews with local businesses and trade associations.

The Study Team

Keen Independent Research is a national economic consulting firm. Principals David Keen and
Annette Humm Keen are leading this assignment. Mr. Keen has led more than 100 disparity studies and has served as an expert witness successfully defending targeted business programs in court. Mr. Keen led a previous disparity study for WMATA.

The study team includes local firms Law Offices of Courtney M. Billups and Alternative Resolutions. The survey firm CRI and the law firm Holland & Knight are also assisting in the study.


The study will be completed in 9 months.
